Cultural Understandings: Norways lack of dissent

As you may have noticed,  I was in Norway for some meetings last week and one of the cultural points that was made was that within a meeting members of the same company would not voice conflicting viewpoints with each other. So for example we discussed interpretation of some legislative orders for an environmental policy and were told that if one person voiced disagreement with us over the interpretation the other members of the company would not contradict that position.

Have you ever come across this kind of situation? I wondered if church matters are approached with a similar mindset and how it related to academic discourse.
